The Unified Transportation Program (UTP) is an 10-year plan to guide transportation project development and construction and consists of 12 Categories.
Category 5 is the Congestion Mitigation and Air Quality Improvement Program (CMAQ). Category 7 is part of the Surface Transportation Program that is set aside for Urbanized Areas with populations greater than 200,000 for metro mobility (STP MM).
